Almanac.com/plant/zinnias Has some tips for planting zinnias. Peonies like good dirt when you plant them, and they respond well to benign neglect after that.

When do I plant? Are they perennials? I planted hollyhocks my friend patty gave me seeds for!

Zinnias are annuals. You can get a big packet for not too much, and they come in a rainbow of colors and petal shapes. The more you cut, the more flowers they put out.

For perennials, I am crazed for peonies. The blossoms look like can-can dancers and they can perfume your whole yard, and your house if planted close enough to a window.
